Dear Mr. Blatter,

As you were informed earlier, the 4-year term of office of the former KFF officials expired on March 24 under Article V of the KFF Constitution. Our committee of representatives of key stakeholder groups was then appointed to manage football for the next three months, to make proposals for improving and streamlining our football organization and management and to hold all-inclusive elections and then hand over to the duly elected office.

Attached is a summary report on progress made during our first four weeks. For example, due to KFF mismanagement and neglect our Premier and Nationwide leagues were largely dormant for the last four months. We met with the concerned clubs and agreed on a format and schedule for re-starting their leagues next week. We will also start next week a series of public forums to give more stakeholders and the public a chance to present their views and proposals,

We recently completed our own comprehensive review of key issues and options on the way forward. To help inform and focus the public debate and forums, we issued at a press conference today the attached discussion paper on “For the Good of the Game: Achieving Good Governance, Financial Transparency and Stakeholder Accountability for Saving and Improving Kenyan Football”.

During this important consultative process we would appreciate the advice and assistance of FIFA. We therefore renew our earlier requests that you send a new expert mission.

In our previous letters we also expressed serious concern and provided documentary evidence on the misuse of FIFA funds. As the former KFF officials failed to circulate annual audit reports for the last four years as required in the KFF Constitution, we renew our requests for information on how much was transferred by FIFA during 2000-04. We also again ask that FIFA suspend all further payments to former KFF officials until the investigations on their misuse of your funds are completed.
