Dear Mr. Blatter,
As you were informed earlier, the 4-year term of office of the
former KFF officials expired on March 24 under Article V of
the KFF Constitution. Our committee of representatives of key
stakeholder groups was then appointed to manage football for
the next three months, to make proposals for improving and
streamlining our football organization and management and to
hold all-inclusive elections and then hand over to the duly
elected office.
Attached is a summary report on progress made during our first
four weeks. For example, due to KFF mismanagement and neglect
our Premier and Nationwide leagues were largely dormant for
the last four months. We met with the concerned clubs and
agreed on a format and schedule for re-starting their leagues
next week. We will also start next week a series of public
forums to give more stakeholders and the public a chance to
present their views and proposals,
We recently completed our own comprehensive review of key
issues and options on the way forward. To help inform and
focus the public debate and forums, we issued at a press
conference today the attached discussion paper on “For the
Good of the Game: Achieving Good Governance, Financial
Transparency and Stakeholder Accountability for Saving and
Improving Kenyan Football”.
During this important consultative process we would appreciate
the advice and assistance of FIFA. We therefore renew our
earlier requests that you send a new expert mission.
In our previous letters we also expressed serious concern and
provided documentary evidence on the misuse of FIFA funds. As
the former KFF officials failed to circulate annual audit
reports for the last four years as required in the KFF
Constitution, we renew our requests for information on how
much was transferred by FIFA during 2000-04. We also again ask
that FIFA suspend all further payments to former KFF officials
until the investigations on their misuse of your funds are
completed.
On behalf of the STC, the undersigned members of the Executive

may require.

STC Progress in the first four weeks
Based on
the STC Terms of Reference
A. Manage the affairs of the KFF for a period of
three months
1. Held two full committee meetings, five Executive
Committee meetings, four meetings with the Minister and senior
sports officials plus eight media briefings and interviews.
2. Agreed on a programme of work with priorities and
timetable and started implementing it.
3. Prepared and adopted a detailed budget and submitted it
to the Ministry.
4. Established new offices and a secretariat and appointed
Patrick Naggi as the overall Manager.
5. Agreed and implemented a policy and plan for
re-starting the leagues neglected by the KFF.
6. Met/agreed with nationwide clubs on a format and
schedule for completing the 2003-04 season.
7. Met/agreed with Premier League clubs on a
format/schedule for completing the 2003-04 season.
8. Met the national Head Coach, agreed to re-appoint him
for the next two months, appointed other key technical staff
plus an advisory group of top coaches, reviewed his proposed
plan and agreed on the next steps toward integrating the
national team and league/Cup fixtures.
9. Sent several letters to CAF and FIFA on the STC mandate
and progress with requests for their advice and assistance on
saving and improving Kenyan football.
B. Review football organization and management and
how to improve and streamline it
10. Participated in the public forum in Nairobi on “Red Card
for Corruption in Sport: Reforming Sports Management in Kenya”
organized by Transparency International Kenya.
11. Prepared and provided three key documents to all STC
members and FIFA:
- Kenya
Football Federation Constitution - Includes the 1995 KFF
Constitution, the draft from the 2003 KFF Stakeholder
Symposia, the FIFA Standard Statutes and a summary on the
over 20 violations of 12 of the 21 Articles committed by the
former KFF officials;
- Key Events and Appeals to KFF, CAF and FIFA on
Kenyan Football, 2000-04 - Includes the over 30 appeals
to KFF, CAF and FIFA since 2000, including 16 letters and
appeals to FIFA asking for advice and assistance and “to
send an inspection team to conduct a thorough and
independent assessment of the growing crisis in Kenyan
football”.
- Editorials on Kenyan Football, 2001-04 - Includes a
selection of the over 150 editorials in the four national
newspapers on KFF mismanagement and corruption since 2001.
12. Scheduled open public forums in Kisumu (May 8), Mombasa
(May 22) and Nairobi (June 5).
13. Prepared and submitted a detailed project proposal on the
public forums to Transparency Inter-national Kenya which then
agreed to help fund and organize them jointly with the STC.
14. Completed a comprehensive review on key issues and
options to improve and streamline Kenyan football and issued a
discussion paper to help inform and focus the public debate
and forums:

15. Sent that paper to CAF and FIFA with a renewed request
for their advice and assistance.
